UNDP or United Nations Development Programme, India is looking to hire for the job posts of District Level Resource Persons, for an initial period of 1 year.

The UNDP India Country Programme Document CPD (2018-2022) signed with the Government of India (GoI) aims at transformative change and development impact at scale. In line with this, UNDP has initiated active support to many state governments in mainstreaming SDG’s within their schemes and programmes as a part of an UN system wide to SDG roll out for visioning and planning in India. In view of India’s commitment to the 2030 Agenda, Uttarakhand too has set ambitious targets for itself for achieving the SDGs within the state and has already formulation its SDG Vison 2030 document.

Duties and Responsibilities

• To facilitate and enhance the existing capacity of the district in developing, monitoring, implementing and coordinating all the district level skill development initiatives.
• To undertake the development of District Skill Development Plan and be responsible for implementation of the same.
• Work in close coordination with District Employment Officers and report directly to the project Manager.
• Support in implementation and monitoring of COE activities at District Level.
• To consolidate the consultative process for development of Convergence Plan with existing government schemes and programmes.
• Strengthen the functioning of district level resource institutions and departments for training
• Monitor the work of the Block teams under the program in his/her district
• Assist in strengthening the state government’s capacities and coordination mechanism at district level for designing and implementing livelihood strategies
• Ensure institutional strengthening at district level for planning, delivering and monitoring of high-quality market relevant training;
• Strengthen the functioning of district level resource institutions and departments for training
• Identifying and Collaborating with Institutions/Experts with thematic specializations
• Contribute to implementation of select strategies as agreed with the state government
• Identify the areas of focus with the greatest potential for impact and scale, in collaboration with the government, sectoral colleagues and senior management,
• Undertake continuous scoping of the development landscape in the district for identifying opportunities for future work.

Required Qualification and Experience

Education:

• The candidate Should have a bachelor’s degree in Management/Engineering/Social Science or in any other relevant area
• Candidate with a Master’s/PG Diploma in Management/Engineering/Social Science or in any other relevant area would be preferred.

Experience

• Minimum 2 years of relevant professional experience in the field related to HR, training and Skill Development, Marketing (managerial level) with any private or public organization/ Trust/NGO/ EPFO registered organization.

Skills

• Good communication, interpersonal and presentation skills, with an ability to work in a multi-cultural environment
• Language Requirements: Fluency in written and oral English and Hindi.

• Knowledge of training techniques, methodologies and use of technology for training delivery
• Experience in setting up systems and processes to roll-out training
• Good data analysis and conceptualization skills
• Candidate should have the local knowledge of the village and district
• Ability to write concept notes, proposals etc., and make effective presentations
• Ability to build and sustain effective partnerships with Government Agencies, academic institutions, training agencies etc.
• Proven ability to coordinate the work of others and to work as part of a team and share knowledge with others
• Demonstrated openness to change and ability to manage complex situations
• Good team player with strong ability to work in teams and with people with no direct reporting relationships
• Strong in communication skills

Stipend

Schedule of Payments

Consolidated Annual Consultancy Fee (Remuneration) of Rs 362,856/- (@Rs. 30,238 /- per month) payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Application and Selection

Evaluation Method and Criteria

Evaluation and ranking will be done based on the following criteria:

• Educational Qualification: 30 Marks;
• Relevant Experience: 40 Marks;
• Interview: 30 Marks

Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidates (out of total 100 marks) will be sent offer of consultancy in order of ranking.

Interview for the shortlisted candidates would be either conducted face to face in Dehradun or by telephone / over skype
